Annual Reports

Colorado Empowered Learning (CEL) is a state-supported, implementation assistance program that helps educators combine the use of technology with strong instructional practices and student-centered learning to enhance equity and access in PK-12 education. Our efforts are guided by Colorado's Blended Learning Roadmap.

Each year we prepare an annual report for members of the House and Senate Education Committees, Members of the Joint Budget Committee, Members of the State Board of Education, the Colorado Department of Education Commissioner, and other interested stakeholders articulating the progress and impact of the program. Links to these reports are below. We are incredibly proud of all we have achieved to date and look forward to continuing to further our mission in the years to come.

Key Highlights for the program to date:

  • 5,968 supplemental courses to 4,771 students across Colorado - 33% annual growth
  • 3,294 enrollments in our educator professional development program
  • Certification of 75 educators as Teachers of Blended Learning
  • Consultative support to 44 unique districts

"CEL's growth in supporting districts, schools and teachers, while expanding equity for students speaks volumes to the need for continued services and leadership in the field of blended learning," Dr. Ken Haptonstall, CEL's Program Director.
