Colorado Empowered Learning (CEL) is the implementation support program funded by the Colorado State Legislature under HB 16-1222. The program aims to help educators statewide combine the use of technology with great instructional practices and student-centered learning to enhance equity and access in PK-12 education. Program services are informed by Colorado's Blended Learning Roadmap, managed by Colorado River BOCES, coordinated with the Colorado Department of Education, and delivered by non-profit providers Colorado Digital Learning Solutions and iLearn Collaborative.
CEL provides state-supported supplemental courses provided by Colorado Digital Learning Solutions and consulting services, educator training, and standards-aligned digital curriculum delivered by iLearn Collaborative.
